Most Finished Basements Require a Permit

Basements are among the most common permit issues in Calgary real estate. Unpermitted basement developments are discovered at resale — and they can kill deals, force demolition, or require expensive retrofits.

What Requires a Permit for a Calgary Basement?

Building Permit Required

  • Framing walls (adding any new walls)
  • Adding a bedroom (must meet egress requirements)
  • Installing drywall in a previously unfinished basement
  • Adding a bathroom (rough-in + finish)
  • Secondary suite development
  • Home theatre (significant structural or electrical)

Electrical Permit Required (Separate)

  • Any new circuits
  • Adding outlets beyond existing
  • Panel upgrades
  • Heated floors (new circuits)

Plumbing Permit Required (Separate)

  • Any new drain or supply lines
  • Adding a bathroom, wet bar, laundry

Gas Permit Required

  • Adding a gas fireplace
  • Relocating the furnace

What Doesn’t Require a Permit

  • Painting
  • Laying flooring on an existing subfloor
  • Replacing fixtures in the same location (if plumbing isn’t moved)
  • Furniture, shelving, non-structural elements

What Happens at Inspection?

Calgary building inspectors check:

  • Egress window sizing and location (bedrooms)
  • Ceiling height (minimum 6’11” in habitable rooms)
  • Smoke alarm placement and interconnection
  • CO detector (within 1m of sleeping area)
  • Fire separation (secondary suites)
  • Electrical rough-in (before walls are closed)
  • Plumbing rough-in (before concrete is poured back)

What Happens If You Skip the Permit?

  • Stop-work order if discovered during construction
  • At resale: buyer’s realtor or home inspector may flag it — deal can fall through or you’re forced to retrofit
  • Insurance issues: claim denied for basement fire if unpermitted electrical caused it
  • Fines and mandatory demolition to expose work for retroactive inspection
